Na počátku všeho je mafián Johnny Ross, který zpronevěří mafiánské organizaci dva miliony dolarů a podaří se mu uprchnout do San Franciska, kde mu ctižádostivý politik Chalmers slíbil ochranu, pokud bude vypovídat proti organizaci. Jeho ochranou pověří kapitán Bennet poručíka Franka Bullita. Ten se po instruktáži u samotného Chalmerse odebere se svými muži Delgettim a Stantonem do hotelu v němž se Ross ukrývá. Zanedlouho však vniknou do pokoje dva muži a Stantona i Rosse postřelí. Ross na následky svých zranění zemře, Bullit, kterému je celý případ podezřelý, jeho smrt zatají a pustí se do pátrání. Odmítne cokoli Chalmersovi cokoli prozradit a ten proti policistovi i jeho nadřízenému rozpoutá ostré tažení. Bullit přesto s Bennetovou podporou pokračuje v pátrán
