Der er fred i USA, og dødsmaskinen Major Payne fra marinekorpsets specialstyrke får sine direktiver, der fører lige til arbejdsformidlingen. Payne kan dog ikke tilpasse sig det civile liv. Han finder derfor en vej tilbage til militæret - som befalingshavende for militærakademiet, Madison. Hvordan skal militærets mest effektive og hemmelige våben tackle opgaven at disciplinere en gruppe unge rekrutter, der stadig er våde bag ørerne og knap nok har fået hår på hagen? Men han er parat! I hvert fald indtil en af skolens rådgivere, dr. Emily Walburn, bestemmer sig for at hjælpe.
