Den 16-årige Lilja bor i en fattig og trøstesløs forstad et sted i det tidligere Sovjetunionen. Da hendes mor rejser til USA med sin nye mand, må Lilja stå på egne ben. Liljas fremtidsudsigter er dystre, og når hun ikke stjæler for at overleve, hænger hun ud med den jævnaldrende dreng Volodja og drømmer om et bedre liv. En dag viser drømmen sig i form af Andrej, som hun forelsker sig i. Han beder hende om at følge med til Sverige for at begynde et nyt liv.
