Annie bor på et nedslidt børnehjem i tredivernes New York, styret med hård hånd af den ondskabsfulde Miss Hannigan, mens hun drømmer om at hendes forældre, som efterlod hende på dørtrinet som spæd, vender tilbage. Da milliardær Oliver Warbucks føler sig nødsaget til at forbedre sit image inviterer han Annie til at bo hos ham i en uge, men han bliver charmeret af den lille pige og adopterer hende. Men da Miss Hannigan øjner chancen for at tjene en stor sum penge på uærlig vis skaber hun problemer for Annie og Warbucks.
