I 1837 bliver den kun 17-årige prinsesse Victoria midtpunkt for et magtspil i det engelske kongehus. Kong William er døende, og selv om Victoria er hans tronarving, forsøger hendes mor at holde den unge prinsesse væk fra tronen. Samtidig sendes den tyske prins Albert til England for at vinde Victoria's hjerte. Victoria lader sig ikke lokke af smiger, men bliver alligevel glad for den unge prins.
