Frankrig, længe før revolutionen. Den unge Louis-Dominique Bourguignon, alias Cartouche, er en erfaren tasketyv, som kun røver fra formuende folk. Hver aften må han aflevere byttet til sin onkel. Men en aften gør Dominique oprør og lader sig hverve til soldat. Ved et tilfælde kommer han i besiddelse af to fjendtlige faner og får derfor en udmærkelse. Dette afholder ham imidlertid ikke fra at stjæle lønningskassen og bortføre en højtstående officer.
