Oberst Katherine Powell leder en dronemission fra London. Opgaven er at fange en gruppe terrorister i Nairobi. Pludseligt står klart, at terroristerne planlægger et selvmordsangreb. Nu ændrer missionen karakter fra at 'fange' til at 'dræbe'. Dronepiloten sidder i USA. Da han er klar til at slå til, opdager han, at der er en lille pige midt i angrebszonen. Sekunderne tæller ned.
