En babyalligator bliver skyllet ned i toilettet. Og den lille alligator Ramon overlever i kloakken, og en stor del af kosten består af affald fra en kemisk fabrik. Hundekadavere gennemsyret med steroider i videnskabens navn dumpes ned i kloakken, og Ramon spiser bare løs. Men så begynder kloakarbejdere at forsvinde, og den sag fanger interessen hos den hårdkogte politimand David Madison. Han får hjælp af krybdyreksperten Marisa Kendall i den livsfarlige jagt på uhyret.
