Noredin er en korrupt politiefterforsker i Cairo, som systematisk afpresser de lokale kriminelle for penge. I en tåge af stoffer og alkohol holder han sig oven vande i et retssystem, der er på kanten af et kollaps. Efterforskningen af mordet på en kendt sangerinde, der findes død på The Nile Hilton Hotel, havner på Noredins bord. Det der ligner et simpelt jalousidrama, viser sig hurtigt at være mere kompliceret end først antaget, og sporene fører helt ind i den politiske magtelites inderkreds. Noredin begynder at stille spørgsmålstegn ved sin egen moral, mens han bliver draget ind i en mørk labyrint af prostitution, mord, magtmisbrug og skjulte politiske motiver.
