Gustave Eiffel har netop afsluttet sit arbejde på Frihedsgudinden i New York. Nu vil den franske regering have den dygtige ingeniør til at designe et spektakulært monument til Verdensudstillingen i Paris i 1889. Snart møder Eiffel en gådefuld kvinde fra sin fortid, og deres forbudte lidenskab inspirerer ham til et tårn, der kommer til at ændre Paris' horisont for altid.
