En fuldtidskriminel (Mel Gibson) er på flugt med millioner af stjålne dollars, som kunne have sendt ham på en evig ferie. Men så nemt skal det ikke gå. Efter en biljagt med det amerikanske grænsepoliti i hælene ender jagten syd for den amerikanske grænse, og køreren sendes til det mexicanske fængsel ”El Pueblito”, hvor fremmede har en yderst lav overlevelse-rate. Heldigvis får han støtte fra uventet kant - en 9-årig dreng (Kevin Hernandez), der kender fængslet som sin egen bukselomme, og ikke mindst ved, hvordan man overlever i et fængselsmiljø med egen ret og lov.
