I DDR i 1980 forflyttes den unge læge Barbara til et hospital i en lille kystby som straf for at have ansøgt om visum til Vesten. Hun er fast besluttet på at flygte, men Stasi overvåger hende konstant. Samtidig kan hun ikke greje sin nye chef, André. Hvad betyder hans omsorg? Er han stikker? Eller er han forelsket i hende? Barbara begynder at miste kontrollen. Over sine planer, over sig selv, over kærligheden.
