Major Ken Anders, Offizier des britischen Geheimdienstes, erhält den Auftrag einen Forscher in Malta, der an einer Geheimwaffe experimentiert, zu schützen. Sein Gegner ist Kaspar, der in Mabuses Auftrag die Superwaffe von Prof. Larsen in seinen Besitz bringen soll. Rätselhafte Attentate werden auf Larsen verübt. Jedesmal, wenn Ken glaubt, den Gegner entlarven zu können, wird dieser ermordet aufgefunden. Um die Waffe, die sich in einem Labor unter dem Meeresspiegel befindet, entsteht ein Wettlauf und ein groß angelegter Kampf, der eine Lösung ganz nach der Manier Dr. Mabuses bringt.
