Die FBI-Agenten Frank Warren (Glenn Ford) und George Pappas (James Whitmore) werden auf den Unterweltsboß Big Fellow angesetzt. Die Drecksarbeit erledigen Big Fellows skrupellose Killer, ihm selbst kann man nichts nachweisen. Deshalb soll er - ähnlich wie Al Capone - wegen Steuerhinterziehung drangekriegt werden. In monatelanger Kleinarbeit suchen Warren und Pappas nach Lücken im System. Tag und Nacht sind sie im Einsatz. Je näher sie sich an Big Fellow heranwühlen, desto gefährlicher wird die Sache. Bald liegen die ersten Leichen auf der Straße. Warren soll nach allen Regeln der Kunst eingeschüchtert werden. Die Gangster drohen seine Frau zu ermorden. Doch der FBI-Agent gibt nicht auf.
