Pikkupoika Oskarin lapsuus sijoittuu yhteiskunnan muutoksista kuohuvaan Saksaan, 1920-30 -luvuille. Varhaiskypsä Oskar joutuu jo ensimmäisinä vuosinaan todistamaan aikuisten kylmän kyynisyyden ja raadollisuuden, minkä takia hän tekee päätöksen olla koskaan kasvamatta isoksi. Kansallissosialistien saavuttaessa vuosi vuodelta enemmän kannatusta ja valtaa, pelon ja terrorin ottaessa voimakkaammin jalansijaa ja natsien fanatismin viedessä maan lopulta sotaan, vaikuttaa aikuisten maailma yhä korruptoituneemmalta ja mielipuolisemmalta. Oskar jatkaa elämäänsä lapsena läpi toisen maailmansodan raivon sekä Natsi-Saksan nousun ja tuhon, kapinoiden ympäröivää hulluutta vastaan aseenaan ainoastaan syntymäpäivälahjaksi saamansa peltirumpu sekä kyky kiljua niin korvia vihlovan korkealta, että lasit särkyvät kuin illuusiot.
