Lähitulevaisuudessa ihminen on valjastanut robotiikan tehokkaaseen hyötykäyttöön erinäköisten ja ‑kokoisten keinoälyllä varustettujen koneiden ollessa arkipäivää kotitalouksissakin. Paratiisissa on kuitenkin käärme, sillä toimintahäiriöitä omaavien robottien huomataan olevan hengenvaarallisia ihmisille. Reistailevia ja omin päin toimivia robotteja kutsutaan "karkureiksi" ja vaara on niin todellinen, että poliisilla on oma erikoisyksikkö hallinnasta päässeiden koneiden taltuttamiseksi. Osastoa johtaa Jack Ramsay, tiukan paikan tullen elektromagneettiseen säteilysuojapukuun sonnustautuva sankari.
