קצינת המודיעין קתרין פאוול, עובדת מבונקר תת-קרקעי בלונדון ומנהלת מעקב אחר רשימה של חשודי הטרור המבוקשים ביותר בעולם. משימתה כרוכה בפריסה של כוחות מיוחדים על הקרקע וסיוע במעקב האווירי של ארה"ב ע"י מזל"ט המופעל ע"י אמריקאי צעיר בשם סטיב ווטס, אשר נמצא בבסיס חיל האוויר בלאס וגאס, נבאדה. המבצע מתחיל בצורה חלקה, אבל מקבל תפנית רעה כאשר החשודים עוזבים את הבית הבטוח - לפני שכוחות הקרקע נפרסו- ועוברים לבית אחר בשכונה בניירובי. המשימה מסלימה במהירות כאשר פאוול מבינה שהחשודים עומדים לצאת למשימת התאבדות שעלולה לגרום למותם של עשרות אנשים.
