הסדרה דנה בניסיונותיהם של חתולי הרחוב, בהנהגת טופ קט (בתרגום חופשי: "החתול הראשי") שמכונה "טי. סי.", להתעשר ולמצוא לעצמם בתים נוחים. מזימותיו של טופ קט כוללות יצירת סיור מודרך בעיר לתיירים, שכולל ביקור במקומות חשובים היסטורית, שלמעשה מסתכמים בספסל ושאר אביזרים שנמצאים ברחוב, שבהם כביכול השתמשו אנשים מפורסמים, כשלמעשה אין זה כך. מזימה אחרת כוללת התחזות לראג'ה ופמלייתו, על מנת ללון בבית מלון בחינם. מזימותיהם של החבורה לרוב נכשלות או נפסקות באמצע, והם נאלצים לחזור למגורם בפחי אשפה ברחוב.
מזימותיהם כוללות את שוטר המקוף דיבול - בחורף כשהחיים ברחוב נמאסו עליהם, החבורה עברה לגור בדירתו כנגד רצונו, לאחר ששכנעו את מפקדו שדיבול הזמין אותם ללון אצלו למשך החורף.
