Thomas Barnes è un agente dei servizi segreti in missione in Spagna. In occasione di un importante summit sulla guerra globale al terrorismo, il suo incarico è quello di proteggere il Presidente degli Stati Uniti, che soltanto un anno prima ha schermato da una pallottola. Durante il discorso presidenziale, il capo di Stato americano viene colpito e ferito. Tra la folla scoppia il panico e due bombe. A strage avvenuta, saranno i punti di vista delle vittime scampate e dei carnefici spietati a ricostruire l'esatto ordine dei fatti. Niente è quello che sembra. Nessuno è chi dice di essere.
