Filmas pradedamas Gandžio nužudymo scena. Vėliau siužetas persikelia į Pietų Afriką, kur jaunas teisininkas Mohandas Gandis išmetamas iš traukinio, už tai, kad būdamas spalvotasis, keliavo pirma klase. Jis suorganizuoja vietinę indų bendruomenę siekti lygių teisių su kitais Britų imperijos piliečiais. Nors Gandis kelis kartus buvo suimtas, jam dalinai pavyko iškovoti geresnes teises indams. Grįžęs į Indiją jis sutinkamas kaip didvyris, pakviečiamas į Indijos nacionalinę tarybą, kur Indijos lyderiai (Džina, Nehru ir kt.) skatina Gandį pasinaudoti savo populiarumu ir padėti nuversti britų valdžią. Tačiau Gandis nėra linkęs veltis į politiką, jam taip pat nepriimtinas smurtiškas pasipriešinimas.
