I over 30 år har Oberst Terry Childers tjenestegjort i Marinekorpset. Han fikk sin ilddåp i Vietnam, har vært i Beirut og deltatt i Operasjon Ørkenstorm. En elitesoldat med en plettfri karriere - inntil en rutineoperasjon i Yemen ender i en katastrofe. Demonstranter foran den Amerikanske ambassaden går amok og åpner ild. Childers redder ambassadøren og hans familie, men prisen er høy. 3 marinesoldater og mer en 80 sivile dør, og plutselig er den Mellomøsterlige kruttønne nær ved og eksplodere. Den Amerikanske regjering har mer bruk for en syndebukk en for sannheten, og Chinders blir anklaget for og ha overtrådt "Rules of Engagement" - reglene for når og hvor man kan åpnes ild. Men han nekter og bøye nakken....
