Han var en god politimann. Men av og til leder en dårlig handling til en annen. Og en tredje. Og en fjerde. Terence (Nicholas Cage) er en egenrådig kriminaletterforsker som er like hekta på jobben sin som på dop - og som håndhever loven på sin egen, helt spesielle måte. Han bruker politiskiltet like ofte som pistolen for å få det som han vil. I kjølvannet av orkanen Katrina blir han en velfungerende misbruker, en dypt intitiv, fryktløs etterforsker som regjerer over de vakre ruinene av New Orleans med autoritet og løssluppenhet. En kompliserende faktor i hans stormende liv er den prostituerte Frankie (Eva Mendes), jenta han elsker. Sammen synker de ned i sin egen verden preget av begjær, tvang og samvittighet.
