Når Ryans mentor, admiral James Greer, blir alvorlig syk, blir Ryan utnevnt til fungerende etterretningssjef i CIA. Hans første oppdrag: etterforske mordet på en av Presidentens venner, en framstående amerikansk forretningsmann med hemmelige forbindelser i colombianske narkotikakarteller.
