Panchayat er en komedie-drama som skildrer reisen til en ingeniørutdannet Abhishek, som på grunn av mangel på bedre jobbmuligheter begynner som sekretær for et panchayat-kontor i en avsidesliggende landsby i Uttar Pradesh. Fastlåst mellom gale landsbyboere og en vanskelig landsbylivsstil starter Abhishek jobben med det ene motivet å komme seg ut derfra så fort som mulig, noe han til og med forbereder seg på CAT.
