Pablo er en mann med en naturlig forretningssans. Tidlig i livet blir Pablo introdusert for kokainvirksomheten og kraften den gir. Et ungt liv i kriminalitet fører til at Pablo havner i og ut av fengsel mens han bygger sitt kriminelle imperium. Pablo utvider sin makt gjennom politikken, men det tar ikke lang tid før konfliktene hans som kongressmedlem og narkobaron kolliderer. Pablo får sine fiender henrettet, men ikke før USA setter i gang sin egen krig mot Medellín-kartellet.
