Den første kvinnelige presidenten i USA, Sally Sheridan, blir drept av en snikskytter under talen hennes på Veteran dagen. Morderen hennes slippe unna etter en skuddveksling som involverer en skyggefull skikkelse ved navn "Mongoose". Tre måneder senere i West Virginia oppdager et eldre ektepar en ung mann som ligger såret i et tre og fremdeles i fallskjermen. Han kan ikke huske fortiden sin, og den eneste ledetråden til identiteten hans er en numerisk tatovering på brystet, "XIII".
