Vi er i Frankrike på 1800-tallet. Jean Valjean blir løslatt av Javert etter å ha vært i fengsel i 19 år. Han bryter umiddelbart løslatelsesvilkårene, men klarer å skifte identitet ved hjelp av stjålet sølv, og er nå en holden mann. Åtte år senere blir han verge for et barn, Cosette, etter at hennes mor dør. Javert sverger at han aldri vil gi opp å finne Valjean, for å sette ham i fengsel igjen.
