XVI wiek. Wojska tureckie najeżdżają należące do Polski ukraińskie stepy. Do armii polskiej dołączają Kozacy zaporoscy, w zamian za obietnicę przekazania im władzy nad stepami. Po zwycięstwie nad Turkami Polacy nie wywiązują się z obietnicy i pacyfikują kozackie oddziały. Pokonani Zaporożcy osiedlają się na pobliskich wzgórzach. Kilkanaście lat później synowie kozackiego pułkownika Tarasa Bulby, Andriej i Ostap, przyjeżdżają do Kijowa, by studiować na polskiej uczelni. Andriej zakochuje się w polskiej szlachciance Natalii, córce gubernatora miasta Dubno.
