Pentru a distrage atenția presei și a opiniei publice americane de la un scandal sexual în care este implicat președintele Statelor Unite ale Americii, personalul său de relații publice - cu ajutorul producătorului Stanley Motss - organizează desfășurarea unui război fals împotriva Albaniei. De altfel, cu unsprezece zile înainte de alegeri, consensul în jurul președintelui riscă să cadă din cauza unei tinere care îl acuză că a abuzat de ea în timpul unei călătorii la Casa Albă. Planul de abatere a atenției publicului de la scandalul sexual constă în simularea unui conflict împotriva micului stat balcanic, acuzat că găzduiește niște celule teroriste periculoase care amenință securitatea Statelor Unite.
