Píše sa rok 1948. V nemeckom meste Norimberk pokračujú procesy s nacistickými vojnovými zločincami. Tí najvyšší si svoje rozsudky už vypočuli, teraz sú však na rade ľudia, ktorí "iba" slúžili režimu. Jednému z povojnových tribunálov predsedá penzionovaný americký sudca Haywood (Spencer Tracy). O svojom poslaní si nerobí žiadne ilúzie: vie, že najväčšie prípady už prebehli a ľudia v Nemecku aj Amerike sa radšej pozerajú dopredu ako dozadu. Napriek tomu sa Haywood svojej úlohy chopí s cieľom zistiť objektívnu pravdu o tom, akú vinu na zvrátenostiach nacistickej ríše nesú bežní občania. Pred tribunálom sa navyše ocitli Haywoodovi kolegovia, všetci štyria obžalovaní totiž sami vykonávali súdnu prax. Z moci svojho úradu odsudzovali ľudí k smrti na základe ich politického presvedčenia alebo rasovej príslušnosti. Najvyššie postaveným bol Ernst Janning ( Burt Lancaster), ktorý sa vypracoval až na ríšskeho ministra spravodlivosti. Štvorica bývalých nacistov má však mimoriadne schopného obhajcu.
