Po tom, čo admirál James Greer (James Earl Jones) ťažko ochorie, je Jack Ryan (Harrison Ford) menovaný za zástupcu riaditeľa CIA. Netuší však, že sa bude musieť vysporiadať s problémami vo vlastných radoch. CIA totiž tajne vyslala do Kolumbie komando, aby zničilo drogový kartel Ernesta Escobeda (Miguel Sandoval), ktorý údajne stojí za smrťou prezidentovho dlhoročného kamaráta a jeho rodiny. Po nevydarenej operácii musí nakoniec Ryan sám cestovať do Kolumbie, aby rozohral dalšiu nebezpečnú hru na záchranu zajatých vojakov.
