Dogajanje v seriji je postavljeno v Cardiff, kjer spremljamo dogodivščine valižanske podružnice tajne agencije po imenu Torchwood.
Njeni člani se ukvarjajo predvsem s primeri izvenzemeljskega življenja ter tehnologije, katero tudi pridno zbirajo in preučujejo z namenom, da bo nekoč v prihodnosti prišla človeštvu prav. Poveljnik podružnice Torchwood 3 stotnik Jack Harkness sam večkrat pravi, da organizacija deluje izven nadzora vlade, zunaj policije ter onkraj pristojnosti Združenih narodov. Javnost organizacijo vidi le kot skupino posebnih agentov, ne ve pa točno, s čim vse se ukvarja.
