'Carandiru', içinde yaklaşık 8000 mahkum barındıran, halk arasında 'Carandiru' olarak bilinen Brezilya Sao Paulo Hapishanesi'nde 1992 Ekim'inde gerçekleşen bir isyanın öyküsünü beyazperdeye taşıyor. Babenco, bir isyan olarak başlayıp bir katliama dönüşen olayı ('9. Koğuş Katliamı'), öykünün merkezine AIDS'le mücadele için hapishaneye gelen, idealist bir doktor karakterini koyarak işlemeyi tercih etmiş. Zamanla hapishanedeki farklı grupların saygısını kazanan doktor, hızla gelişen olaylar karşısında çaresiz kalıyor.
