Verdenskrigs udbrud ankommer til den historiske stad. Gennem en række visualiserede drømmesyn og tilsyneladende usammenhængende episoder beretter Fellini en mængde spredte historier om sin elskede by - hvorefter beskueren kan træde et imaginært skridt tilbage og åndeløst betragte det samlede værk i sin helhed.
