Tidligere politibetjent Joong-ho er blevet fyret og ernærer sig nu på den anden side af loven som alfons. Problemerne hober sig op for ham, efter at nogle af hans piger er stukket af uden at betale deres gæld. Under sin søgen efter dem lægger han mærke til, at alle besøgte den samme kunde, inden de forsvandt. Joong-ho aner uråd og begynder at snuse rundt. Dette bliver optakten til en intensiv, blodig og skræmmende jagt. The Chaser er en knivskarp thriller, som har fået ros af både kritikere og publikum. Filmen er baseret på virkelige hændelser. Mellem 2003 og 2004 blev enogtyve personer myrdet af den ukendte Yoo Young-Chul, ofrene var først og fremmest prostituerede og massagepiger.
