Ricardo Tubbs ja Sonny Crockett ovat kovien peitehommien erikoiskyttiä. Veljeskunta kuitenkin pelkää ja tottelee toista tahoa ja tämä kehittyy, ympäri maailman lonkeronsa levittänyt mahtava rikollisorganisaatio on jotain paljon suurempaa, tehokkaampaa ja vaarallisempaa, kuin mihin kyttäkaksikko on varautunut. Crockettin ja Tubbsin sukeltaessa syvemmälle globaalien rikollisten joukkoon, muuttuvat panokset hengenvaarallisista kohtalokkaiksi ja ainoa valuutta, joilla petokset ja taloudelliset menetykset korvataan - on veri.
